The Federal Highway Administration promoted its chief legal counsel to deputy administrator, the agency announced Monday.
Andrew Rogers assumes the role after serving since January 2021 as the top attorney for the 2,700-person agency, with management responsibilities over its $73 billion annual budget.
Federal Highway Administrator Shailen Bhatt, who was confirmed by the Senate in December, said in a statement that Rogers’ leadership and expertise will assist the agency in rolling out investments funded by the Bipartisan Infrastructure Law.
In Rogers’ previous role, he supported three headquarters divisions, four field divisions and the Office of Federal Lands. As chief counsel, he provided legal advice and strategic guidance on grant and program administration, federal legislation, regulatory affairs, environmental compliance and related litigation.
Rogers’ responsibilities have included planning the implementation of the Biden administration’s investment in EV charging stations, launching the $12.5 billion Bridge Investment Program, and helping negotiate the passage of the Bipartisan Infrastructure Law, according to the FHWA.
“We have a once-in-a-generation opportunity to make transformational investments in our nation’s transportation systems, and I am honored to be part of this effort,” Rogers said.
Rogers previously worked as chief counsel to the Senate Committee on Environment and Public Works, serving as chief legal advisor to senators and staff on a variety of transportation, energy and environmental policy issues.
He also previously was director of legislative affairs for the American Association for Justice, and he began his legal career in private practice litigation in Detroit.
